Chief Secretaries Conclave brought together many Chief Secretaries
under Leadership of Cabinet Secretary who explained latest initiatives
to improve ‘Ease of Doing Business’ score.

But all state mainly talked about progress in Roads & Expressway,
Power Generation and Faster Clearance of projects – not on Interstate
Critical Projects of National Importance.

    They talked of Surplus [Polluting Power] but not Energy Efficiency,
    Highways that doesn’t improve Average Running Speed and even
Up-gradation [2 New Lanes] of Highways cost Rupees Thousands of
Crores,
    Expressways that are Most Expensive marginally improves running
speed to between 80-90 kilometer per hour.

THESE CAPITAL INTENSIVE PROJECTS DON’T MAKE INDIA COMPETITIVE

Totally Missing Were –
    R&D Programs to Create Technologies & Projects to Serve World Market,
    Fastest Transport – BULLLET TRAIN that is 3 times faster than Automobiles.
    Multi-purpose DAMS that Produce Power, Store Water, Prevent Floods,
Supply Clean Water for all needs.
    Energy Efficiency,
    High-Tech Industrial Parks.

BULLET TRAIN – Amritsar-Kolkatta Bullet Train would reduce Travel Time
from 36 hours to 7-8 hours by Car or Train. Bullet Train is Cheaper,
Energy Efficient, SAFE, Punjab, Chandigarh, Haryana, UP, Bihar & West
Bengal shall benefit directly – J&K, HP, UK, Rajasthan, MP, Chhatigarh
& Jharkhand & North East are to benefit indirectly – Service almost
800m Population.

Capital cost of $50b-60b or Rs.3,00,000 Cr to Rs.4,00,000 Cr is
nothing in comparison to Rs.5,00,000 Cr Automobile Production &
Rs.10,00,000 Cr Fuel Cost, O&M, Accidents resulting in 150,000
Casualties, 0.5m Injuries  annually.

70%-75% of Works shall be executed Indian Companies in 1st Line –
Indian Industry will be ENGAGED in Advanced Technology Projects.

RESEARCH & DEVELOPMENT is CRITICAL to Compete in World Market.

16 Dam Projects of National Importance are not being implemented.

India needs Economical TRUCKWAYS to reduce accidents & pollution.
