In 2008 the German Publishers’ Association together with partner organizations started
Geisteswissenschaften International (Translation Funding for Works in the Humanities and Social
Sciences). In order to promote interesting German books and authors in these fields internationally and
give editors and publishers from India the chance to look for appealing academic work themselves, the
German Historical Association and Geisteswissenschaften International cordially invite editors and
publishers to participate in this year’s German Historians Conference.

“Questions of Faith” is this year’s leading theme for discussions of historians from 20 different nations.
India’s central meaning in cross-cultural debates is reflected by its status as Guest of Honour of this in
Europe. The Indian editors will meet German and international historians, take part in different sections
held in English and are invited to individual talks to publishers and authors.

After visiting the Historians Day in Hamburg, participants will have the chance to go to Berlin for two more
days. On the invitation of the German Foreign Office and the Goethe-Institut, the group is going to meet
representatives of cultural institutions in Germany’s capital.

A fully organized trip to meet with German publishers and international authors of History books. You
will be part of Europe’s largest humanities’ conference and get to gain invaluable insights into this
segment of the German book market while exchanging ideas, new concepts and negotiating rights.

FICCI URGES GOVERNMENT TO RESOLVE VARIOUS ISSUES HOLDING FAST TRACKING OF TRANSPORT AND  INFRASTRUCTURE PROJECTS IN THE COUNTRY
LAND ACQUISITION CONTINUES TO BE THE BIGGEST HINDRANCE
New Delhi April 25, 2016 FICCI’s National Committee on Transport Infrastructure has expressed concern at slow pace of on-going infrastructural and development projects in the country mainly due to decision paralysis and unwanted disputes by various concerned authorities and state governments .
 “The development of infrastructure holds the key to economic growth but some of the issues are standing in the way of fast track development of infrastructure and need dispassionate Consideration. Land acquisition continues to be one of the critical areas standing in the way of doing business.  In this regard, there is need to rationalise the right to fair compensation and transparency in Land Acquisition, Rehabilitation and Resettlement (LARR) Act. “ said MR K K Kapila, co-Chairman, FICCI’s National Committee on Transport Infrastructure and Chairman, International Road Federation (IRF).
“The States need to be encouraged to remove land ceiling laws on acquisition of land and create  land banks of non-cultivatable contiguous land, which may even be cross State boarders, for setting up industries.  There is need to move from deed based registration to title based registration. The other issues which are delaying the projects include environment clearances by the concerned states and various authorities. The land acquisition should be resolved within the stipulated period of 30-45 days and the environmental clearances on the projects should be given on priority by highlighting the points which need compliance. The clearance is subject to adherence of a set of points, as the case be. These corrective measures will help fast track the projects as well as give right signals to the international community”, said Mr Kapila.
 “Most of the infrastructure and development projects including roads are held up currently on account of disputes and investment worth crores of rupees of both government and the contractors are held up   on account of disputes. Mechanism for quick resolution of disputes needs to be put in place.  The recent amendment in the Arbitration and Conciliation Act, making it mandatory to decide the issues within a prescribed time frame is a step in the right direction.  More needs to be done to ensure fast track resolution of disputes.” He said.
 “With regard to various permits required during construction, there is need to establish a single window for all construction related approvals.  Standard composite forms be evolved for obtaining such clearances in a stipulated maximum time limit,  as otherwise the clearance be taken as deemed once an applicant has filed the requisite papers and no decision is forthcoming within the stipulated period.” Said Mr Kapila   
“Registration of property be rationalised moving towards online system of registration, within prescribed time lines.  Stamp duties should also be rationalised, and e-stamping across States be adopted.  There is need to establish more Debt  Recovery Tribunal (DRTs) / Debt Recovery Appellate Tribunal (DRATs) for high value cases with due empowerment of DRTs for  granting specific relief.  Ensure that borrowers / guarantors do not alienate their assets for which there is need to incorporate in the Recovery of Debts due to Banks and Financial Institutions (RDBFI) Act, the provision that once an original application is filed and notice served on the defendants, a restraint becomes effective from the date of service of notice, for selling, transferring, alienating, parting with the assets.” He added.
FICCI has  suggested setting up of an Empowered Committee be made which could have representatives of CVC, CAG, Ministry of Law, Ministry of Road Transport & Highways and one of the Engineering Member of National Highways Authority of India.  “The Committee group should be Empowered to take decisions across the table, and the decision should be final and binding.  It should be non-questionable by any other authority in the Government thereafter. This will help resolve disputes and fast track projects”said Mr Kapila.

Analysis of Contribution Report of Electoral Trusts for FY 2014-15

Introduction

 The Election Commission of India (ECI) had circulated Guidelines for submission of contribution reports of Electoral Trusts on the 6th June, 2014 wherein instructions were issued to all the Electoral Trusts formed after January,’13 (and approved by the CBDT), to submit an Annual Report containing details of contributions received by the Electoral Trusts and disbursed by them to political parties in the interest of transparency:
These guidelines were issued to 7 Electoral Trusts formed after January, 2013, which included Satya Electoral Trust, Pratinidhi Electoral Trust, People’s Electoral Trust, Progressive Electoral Trust, Janhit Electoral Trust, Bajaj Electoral Trust and Janpragati Electoral Trust. These guidelines are being sent to all Electoral Trusts formed since then.
Before the transparency rules governing contributions to Electoral Trusts were formulated by the Central Government, 6 Electoral Trusts had donated a total amount of Rs 105 crores to the National Parties between FY 2004-05 and 2011-12. As the rules are not retrospective, these 6 Electoral Trusts which were General Electoral Trust, Electoral Trust, Harmony Electoral Trust, Corporate Electoral Trust, Bharti Electoral Trust and Satya Electoral Trust are not required to follow the transparency rules and declare their donor details. Thus, details of donors to these 6 Electoral Trusts remain unknown.
It is to be noted that General Electoral Trust donated a total of Rs 131.65 crores to 7 political parties during FY 2014-15But the details of those who donated to the Trust is unknown.

 A total of 15 Electoral Trusts submitted their contribution details for FY 2014-15 to the ECI of which only 6 declared to have received any donations from corporates. The following report of ADR/ NEW analyses the details of donors of 6 Electoral Trusts formed after January, 2013 and the contributions made by the Trusts to political parties during FY 2014-15. For a detailed report on the Electoral Trusts Scheme launched by the Central Government, the subsequent circular of the ECI in this regard and ADR’s analysis of the donations report of the Electoral Trusts for the FY 2013-14, please refer here.

 2.       Contributions received and disbursed by Electoral Trusts during FY 2014-15
a.       According to the rules formulated by the Central Government, Electoral Trusts are required to donate 95% of their total income to registered political parties in a financial year.
b.      Electoral Trusts received a total amount of Rs 177.55 crores from corporates and individuals and distributed Rs 177.40 crores (99.92%) to various political parties.

 3.       Contributions made by Corporates to Electoral Trusts, FY 2014-15
a.       Indiabulls Housing Finance Ltd contributed the maximum amount of Rs 40 crores to Satya Electoral Trust which formed 22.53% of the Trust’s total donations followed by DLF Ltd. which donated Rs 25.01 crores and constituted 14.08% of total donations to Satya Electoral Trust.
b.      Tata Steel Limited contributed the maximum amount of donated Rs 14.134 crores which formed 56.19% of total donations to Progressive Electoral Trust followed by Tata Sons Limited which donated Rs 4.74 crores and constituted 18.85% of total donations.

4.       Donations made by Electoral Trusts to Political Parties
a.       CPM received a total of Rs 2.35 lakhs from Triumph Electoral Trust during FY 2014-15 but the party did not declare the same in its donations report to the ECI 
b.      Satya Electoral Trust donated 75.66% or Rs 107.25 crores to BJP while Triumph Electoral Trust donated 66% or Rs 2 crores of its total income to the party.
c.       The six Electoral Trusts made contributions to 16 recognized regional parties which include BJD, INLD and AAP among others. Total donations received by the regional parties from Electoral Trusts was Rs 27.58 crores.
d.      Satya Electoral Trust gave Rs 5 crores to INLD but the party has not filed its donations report to the ECI for FY 2014-15.

Recommendations of ADR

1.       6 Electoral TrustsGeneral Electoral Trust, Electoral Trust, Harmony Electoral Trust, Corporate Electoral Trust, Bharti Electoral Trust and Satya Electoral Trust were formed before the transparency rules were formulated by the Central Government and had donated a total amount of Rs 105 crores to the National Parties between FY 2004-05 and 2011-12. As the rules are not retrospective, these 6 Electoral Trusts are not required to declare their donor details. General Electoral Trust donated Rs 131.65 crores to 7 political parties during FY 2014-15.
 Thus, details of donors to these 6 Electoral Trusts remain unknown thereby leading to speculation on whether donations to these Trusts was only a means of getting tax exemption or a way to convert black money stashed in tax havens to white money in India.
 Therefore details of donors to these Electoral Trusts which were formed before the CBDT rules came into existence, should also be disclosed. Also, the same rules which apply to those Trusts formed after 31st January, 2013, should also apply to the above mentioned Trusts so as to improve transparency.
 2.       The names of Electoral Trusts, currently, do not indicate the name of the Company/ group of companies which set up the Trusts. In order to have greater transparency regarding details of corporates which fund political parties, it would be ideal to include the name of the parent company in the name of the Electoral Trust.
 3.       Those Electoral Trusts which have not responded to and complied with the guidelines circulated by the ECI should be heavily penalized as indicated in the notification issued by the ECI to the Trusts.

Pune, 25thApril 2016: – The Rajesh Wadhawan Group and Hrithik Roshan co-owned Indian Super League team FC Pune City made their first big announcement of 2016 season by confirming Antonio Lopez Habas as their head coach. The 58-yearold,who’s had a successful run in the Indian Super League with Atletico De Kolkata, will replace Englishman David Platt.
Speaking at the introduction of Habas, Mr. Gaurav Modwel, CEO of FC Pune City said, “To be the best, you have to bring the best. Antonio’s track record in the Indian Super League speaks volumes of his capabilities. We are here to give him what he wants so he can give us what we want, i.e. the ISL trophy.”
The Spaniard has a wealth of experience in coaching across Spain, South America and Africa besides spending last two seasons with Indian Super League.
Expressing his joy on joining FC Pune City, Habassaid, “The commitment of the (FC Pune City) management for having me as a part of the club and all its planning from the beginning was one of the primary reasons for me to join. This certainly is one of the most professionally managed club in the league and changing their fortunes will be a challengethat I am eagerly looking forward to.”
In his twoyears in Indian Super League, Habas led the Atletico De Kolkata to a championship in 2014 and a final four spot in 2015.
Co-owner Hrithik Roshan was delighted to have Habas on board. “The club is continuing to move forward and Habas’ appointment shows the commitment of the club to achieve success in the new season,” said Hrithik.

In four decades Municipal Water Supply in India had worsened in
Quality, Quantity and Reliability. Before 1978 residents connected to
Municipal Water Supply were getting 24 hour supply except in CPWD/PWD
areas. Now we get UNPOTABLE WATER SUPPLY for 1 hour in a day and as
consequence every resident had to install underground- overhead tanks,
Booster Pumps and Water Purifiers.The India Meteorological Department, IMD, has predicted that the drought condition prevailing in the country now will remain maximum for 30 to 45 days. Participating in the current affairs programme of All India Radio, IMD director B P Yadav said farmers faced two deficient rainfall years consecutively and the immediate solution is good monsoon. He, said IMD has predicted good forecast and the South-West monsoon rainfall will be above normal in this year. Drought followed BJP government ever since it took over government on May26, 2016 evening. Monsoon season 2014 began within few days and with it Deficient Rainfall which has turned Indian Drought into World’s Biggest ONGOING Disaster.
