Government wants strong Lok Pal Bill

Anna has given an ultimatum to the government that he will undertake fast - unto - death from August 16 and would not be go back on his decision even if the government makes any request.To Anna ,Corruption is more serious threat than terrorist and Pakistan terrorism and believes that companies ought to be brought under anti graft draft for -ombudsman -empirically called Lokpal.

The Government version has following the highlights
1. Prime Minister is not under the purview of the Lokpal
2.No Cheif Minister will be under the purview of the Lokpal, and twenty three states CMs has opposed the draft.
3.No state lokayukta will be part of Lokpal hence there is no state (lower) level authority of Lokpal. If there is any corruption at district level also, it has to be complained to the Lokpal in Delhi.
4. Seven of the Ten member Lokpal section committee will be politicians (PM, Speakers of both the houses, Opposition leaders of both houses, etc.
5. Government has the power to appeal in Supreme court, to remove the Lokpal Chairperson. An ordinary citizen cannot complain against Lokpal.

Anna Hazare said,it was important to bring the Central Bureau of Investigation CBI government nodal investigating agency under the Lokpal to give autonomy to the organisation and decimate corruption in the country the organisation being an arm of government has full control over the CBI. and is the reasons for despite corruption ministers don’t go to jail,” Hazare said. Lokpal need to be an independent body to be beyond government’s interference,” he added.

“The CBI has investigated so many corruption cases but how many ministers have gone to jail since independence? This is because the government has full control over the CBI. That is why despite corruption ministers don’t go to jail,” Hazare said.“This is why the CBI should be brought under the Lokpal. This is what we are demanding,” he added.


Indian government has said it wants a strong Lokpal Bill that will not disturb the Constitution. Speaking to reporters in New Delhi yesterday, HRD Minister Kapil Sibal said that, government will introduce a strong anti-corruption bill in the Monsoon Session of Parliament as promised to the people of India. Mr. Sibal said that differences between the representatives of Government and Civil society in the Joint Drafting committee, remain on six key issues which will be now taken up to the all party meeting next month before sending it to the Cabinet for final approval.

The differences on the six points, that were mentioned to you earlier persists, there are differences of positions that we have taken with reference to the existing constitutional structure and the existing system of Government and I hope that those differences are resolved. In any event, we wish to give to the people of India a strong Lokpal Bill.

Speaking on the issue, Law Minister Veerappa Moily said, the civil society activists and the government have exchanged their versions on various aspects of the bill. Mr Moily said, the government wants a robust Lok pal bill to provide for a corruption free government.

Financial administrative autonomy total is given to the Lokpal and Lokpal will have quasi judicial powers, it's not just an executive body. That means, when you are placing it into very high pedestal. They will have contempt powers.

After the ninth and final meeting of the joint drafting committee on the Lokpal Bill yesterday, Civil society representative Prashant Bhusan said that, the government draft does not include the Prime Minister within the ambit of the Bill as also the higher judiciary and conduct of MPs inside the House, besides there are differences on procedural issues.

A meeting of UPA leaders was held in New Delhi last night to ascertain the views of alliance partners on the Lokpal Bill. Prime Minister Manmohan Singh, Congress President Sonia Gandhi, who is the UPA Chairperson and leaders of several of the constituents attended the meeting among others. Finance Minister Pranab Mukherjee briefed the meeting on the discussions with the Anna Hazare team on the Lokpal Bill.

DMK Parliamentary Party leader T R Balu represented the party at the high level meeting. DMK, a constituent of UPA, has favoured the Prime Minister being brought under the ambit of the Lokpal.

The UPA government is opposed to bringing the Prime Minister under the purview of the proposed anti-corruption watch-dog and virtually all allies support it on this issue. The Government thinks bringing the office of Prime Minister under Lokpal will harm governance and could be a security risk also. The government has already announced an all party meeting on the issue which will be convened next month.
