Smart SC Issues ‘DROUGHT MANAGEMENT’ Guidelines

May12, 2016 (C) Ravinder Singh progressindia2015@gmail.com

We are fortunate to have in Justice TS Thakur led Supreme Court which is Smartest of All in the world.
What is even more thrilling is in the last lines of the Guidelines –
Humanitarian factors such as migrations from affected areas, suicides, extreme distress, the plight of women and children are some of the factors that ought to be kept in mind by State Governments in matters pertaining to drought and the Government of India in updating and revising the Manual.

As given in the annexure as Gujarat received Deficient Rainfall Empowered Group of Ministers went to Gujarat on August04 2012 to ASSESS THE DROUGHT SITUATION within 5-6 weeks of onset of monsoon all over India.

Entire Gujarat Cabinet met EGoM but no such assessment of Drought was carried out in two consequent droughts.

Lok Sabha debate was most disappointing. LOK SABHA didn’t invite EXPERTS or even CWC to give Presentation on Drought Situation.
