Ruling party candidate Dilma Rousseff goes into Sunday's second-round run-off with double-digit poll lead her double digit lead over rival Jose Serra on the last day of campaigning.Rousseff to become Brazil's first woman president. In her address on Saturday, she exhibited confident tone, after double digit lead over Serra in the final polls published before the vote and said "I will govern for all Brazilians. There will be no discrimination of parties. I won't govern only for my coalition," a beaming Rousseff told reporters in the state capital Belo Horizonte. There were four opinion polls released on Saturday which gave Rousseff a lead of between 10 and 12 percentage points, following a televised debate between the candidates late on Friday."We should win with a minimum advantage of 10 percentage points and a maximum of 15 points," said Andre Vargas, communications secretary of Rousseff's Workers' Party. Dilma Rousseff, 62, Lula's former chief of staff, whom the president handpicked to succeed him. She calls Lula's two terms a "true revolution" and tells Brazilians that a vote for her in Sunday's run-off presidential election is a vote for continuity. Fernando Henrique Cardoso,says his administration created the economic stability that allowed the country to eventually flourish."To be frank, the novelty, the change in terms of the orientation of the Brazilian society and government, was done in my period," Cardoso said in an interview last week. "Of course, Lula did a series of good things, too. The way he managed the recent international crisis was correct. But I started it." Cardoso regarded an intellectual and a prolific writer whose books on his two-term presidency, which ended in 2002. An academic who once dabbled with Marxism and spent years in exile during Brazil's military dictatorship, he is seen by political observers as a gentleman politician who has largely avoided public tussles since leaving office. PM on three nation Asia tour from Oct 24

Prime Minister will embark on a three nation Asia tour from Sunday. Dr. Manmohan Singh will visit Tokyo from 24th to 26th on the first leg of his tour, where he will have talks with his Japanese counterpart Naoto Kan on bilateral, regional and global issues. Dr Singh will also have several meetings with political leaders, parliamentarians and captains of Japanese trade and industry.Singh and his wife Gursharan Kaur will be received in audience by the Emperor and Empress of Japan.

Singh and Kan are also expected to discuss ways to re-energise the G-4 grouping that is pushing for reform of the UN, particularly expansion of the Security Council and inclusion of new permanent members.This assumes significance as India recently was elected to the Security Council as a non-permanent member.Besides India and Japan, the G-4 also consists of Brazil and Germany."The two Prime Ministers will discuss bilateral, regional and global issues," the External Affairs Ministry said on Thursday:

Later, he will visit Malaysia for 3 days from from 26th. Apart from talks on wide a range of issues with Prime Minister Dato’ Sri Mohd Najib Tun Abdul Razak, the other engagements of the Prime Minister will include the launch of CEOs’ Forum,

The Prime Minister will visit Hanoi on the final leg of his tour where he will take part in the 8th India-ASEAN Summit and 5th East Asia Summits on 30th. Dr Singh will also have bilateral meetings with a number of ASEAN and other leaders, on the sidelines of the summits.

India’s robust engagements with ASEAN is a key component of its Look East Policy which was enunciated in1992.New Delhi also desires realization of the Comprehensive Economic Partnership and the Mekong India Corridor.

The visits are crucial for India's desire to upgrade its ties with East Asia, particularly in economic sphere.

Terrorist storm Chechen parliament

Four militants struck at about 0845 (0445 GMT), attacking policemen guarding the parliament building, Mr Kadyrov told Russian news agency Interfax which began "when a vehicle carrying terrorists drove in on the tail of a car carrying a member of Parliament into the highly-protected compound," Interfax reported quoting police sources.

Three policemen were killed and 17 wounded in the militant attack on the Parliament building in the provincial capital of Grozny in the restive Caucasus republic of Chechnya, media reports said.

All the four attackers were also killed -- two of whom blew themselves up while two were shot dead by the security forces, ITAR-TASS reported quoting Interior Ministry sources.State-run Rossiya 24 TV channel said there were no civilian casualties.

President Dmitry Medvedev, who is on a visit to France, and Prime Minister Vladimir Putin, who is in Moscow, were briefed on phone by the pro-Moscow Chechen head Ramzan Kadyrov.Kadyrov told the Interfax news agency that Chechen security forces killed the militants in an intense 20-minute operation to kill the militants and free the deputies or lawmakers and employees from the building.

"All deputies are alive and were taken from the territory of the parliament building to safety," Kadyrov was quoted as saying.

Deputy chief of Chechen Interior Ministry, Roman Edilov, said two police officers were among the dead. He, however, denied that the militants had taken hostages, RIA Novosti said.

Federal Interior Minister Rashid Nurgaliyev, who is currently in Grozny, lauded the professionalism of the commando team in operation to eliminate the terrorists:
Russia fought two wars with Chechen separatists in the 1990s before installing a loyal government there in 2000. In recent years, Grozny has seldom witnessed terror attacks.
