SMART HOMELAND SECURITY COST NOTHING SOUND FIR SAFE INDIA

Smart Homeland Security Cost Nothing Sound FIR Safe India
May25, 2017 (C) Ravinder Singh progressindia2015@gmail.com
There are three primary aspects of Homeland Security –
1. ECONOMIC SECURITY; Indian GDP is already around $2500b and annual financial transactions could be $12,000b to $15,000b.
a. Cash in circulation is $200b only and monitoring of this alone that too largely politically driven is not addressing Economic Security.
b. Cyber Security considered very important but in economic terms is insignificant.
c. India is not serious about Intellectual Property, no share in Global $40,000b IPR.
2. DISASTER PREVENTION & MANAGEMENT; India has little idea of Disaster Prevention and very poorly manage DISASTERS.
a. Natural Disasters practically Paralysis Indian Administration – whether it is Tsunami or Cyclone, Uttarkhand Landslides & Floods, Earthquakes, and Draughts are weak areas.
b. Accidents Rate is Rising – Roads & Rail, Industrial, Fires & Infra-Building Collapse.
3. PREVENTION & MAINTENANCE OF LAW & ORDER; Law Enforcement Agencies Primary Duty is to Protect ‘Fundamental Rights of People’ – Their Life & Liberty and Property.
DETAILS – THREE CASES: –
D1. While IT and Law Enforcement is Exploring Transaction of Rs.50,000 or above of Indians but there is NO CHECK ON Rs.200,000 Cr LOANS SECURED BY MUKESH AMBANI FROM PUBLIC DEPOSITS. Bank Depositors are entitled to know the DOCUMENTS SUBMITTED with Banks for Securing Loans like Project Reports.
Ø Any Indian Company or Business that has taken Rs.100 Cr or More Loans Must Provide Full Disclose of Its Operation like Security & Exchange Commission, SEC Of USA.
Ø BANKS must Exercise EXTREME CARE in Granting Loans in excess of Rs.100 Cr – Can’t be Granting BANK LOANS to Provide Free Services.
Ø It is OBVIOUS TAX EVASION When PROFIT Making & Loss Making Operations are ACCOUNTED AS ONE COMPANY. Refinery with Oil & Gas, Retail & Telecom
D2. There was GROSS MISMANAGEMENT in Uttarakhand Disaster of 2013.

Ø THERE ARE 6 MAIN RAIL & 7 ROAD HEADS to visit Uttarakhand [Tanakpur, Haldwani, Ramnagar, Kotdwar, Rishikesh & Dehradun] but Entire Tourist Traffic of over 10m was and is routed through Rishikesh For Entry as Well as Exit ON UNSAFE & OVERLOADED ROUTES. Even a minor Landslide Traps 15,000 Pilgrims. [web photo page 3]
Ø Opening MULTIPLE ENTRY & EXIT POINTS would make Yatras Safe & Fast.
Ø Multipurpose Storage Dams must be built URGENTLY to Contain Floods.
D3. Strong and Unbiased FIR without any External Influence is Desired to PROTECT FUNDAMENTAL RIGHTS, LIFE, LIBERTY & PROPERTY OF ALL Indians.
Smart Homeland Security Cost Nothing Examples –
Ø A Smart CHEAT with BOGUS Engineering Degree would lure RICH Businessmen with promise of Low Interest Loans – take ‘Undated Checks’ as Commission – then present these Checks for Encashment without arranging LOANS and Businessmen would BLOCK the Checks – he then filed Scores of section 138 Cases. He would put Rich Businessmen in Jail and make them spend lakhs on Bail & Bail Bonds.
Ø SMART POLICE OFFICER WOULD ASK HIM TO GIVE ‘AN AFFIDAVIT LISTING ALL HIS 138 CASES’ – THIS COST LITTLE and INVESTIGATE HIS PAST HISTORY before registering 138 Cases.
Ø Complainant who OBJECTED MALICIOUS LIES was made ACCUSED in 66A Case harassed for Six Years by INFLUENCIAL POLITICIANS.
Ø Are CLASSIC Cases of Complainants & Victims Made Accused.
Ø An Exchange Deal was concluded in which a Businessman Offered 4 Acres of Fertile Land in Uttaranchal for 2 Acres of Land in Amritsar. Farmer handed over Possession of his 2 Acres of Land but Documents of Land in Uttaranchal were FORGED/FAKE.
Ø Victims of CHEATING are WRONGLY advised to file CIVIL Case and SUFFER For Decades was Finally Decided in Supreme Court.
Ø Matter Went to POLICE Scores of Times when Both Parties CLASHED with each other over ‘Sowing & Harvesting Of Crops and Construction Activity’.
Ø CHEATING CASES LEAD TO MILLIONS OF CRIMINAL CASES, RAPES, MURDERS, EXTORTIONS, ASSAULTS, PROPERTY GRABBING ETC CAN BE PREVENTED BY SMART POLICING.
Ø Police Role is Gradually Restricted in Many ECONOMIC Sectors. Police merely assist DISCOM Vigilance Teams.
Ø But POLICE is HELPLESS When DISCOMS indulge in RUNNING ALL ELECTRICITY METERS – NOTHING PREVENTS POLICE FROM REGISTERING & INVESTIGATING CHEATING CASES OF FAST METERS & FABRICATED THEFT CASES.
Ø CAG Discovered 1999 CHEATING by RIL in KG Bain in 2011 and 2013.

OF VAGRANTS & MIGRANTS: ON THE DISCURSIVE LIMIT OF LAW

CPR is pleased to invite you to a talk (as part of the Social Change series) on
Of Vagrants & Migrants: On the Discursive Limit of Law
Dr Avishek Ray
Tuesday, 6 June 2017, 3:00 to 4:30 p.m.
Conference Hall, Centre for Policy Research

How law perceives the world is often grounded in systems of values and beliefs adopted by the legal practitioners: their interpretive frameworks, prejudices and dispositions, which shape the very ‘paradigms’ upon which they choose to see the ‘facts’ and frame their methods of inquiries. In other words, ‘truth’ in the eyes of the law is but ex post facto (re)construction of ‘reality’ achieved through narratorial articulation of relevant events and chosen facts. Taking off from here, this talk sets out to understand: how do we unpack the social ‘constructivism’ of the apriori assumptions that cloak the idea of the ‘vagabond’ in the legal imagination? How does law ‘frame’ the vagabond as a sub-set within the ‘human’? What conflates this idea with the notion of the ‘abject’? Why at all is vagrancy perceived as punishable in the eyes of the law? Invoking a few case studies, both from India and beyond, this paper points to the arbitrariness in the juridico-political imagination and the ambiguity in the legal articulation of the ‘vagabond’.
Dr Avishek Ray teaches at the National Institute of Technology Silchar, Assam after having earned his PhD (2014) in Cultural Studies from Trent University, Canada. He has also completed a PhD Coursework (2009-10) in Cultural Studies from the Centre for the Study of Culture & Society (CSCS), Bangalore.
He has worked on what may loosely be called archaeology of vagabondage: the political and philosophical implications of the social construct ‘vagabond’ and cultural representations thereof in the context of South Asia. He has edited a Bangla anthology on Religion & Popular Culture, and published in reputed journals like Inter-Asia Cultural Studies (Routledge), Canadian Journal of Comparative Literature, Journal of Human Values (SAGE) among others. He has held research fellowships at IIM Calcutta, University of Edinburgh (UK), Purdue University Library (USA) and Pavia University (Italy).

CHANGES IN DEFINITION OF START UP

Changes in definition of Start Up
Startup India was launched by the Government of India on 16th January, 2016 to build a strong eco-system for nurturing innovation and Startups in the country to drive economic growth and generate large scale employment opportunities.
In order to promote entrepreneurship in the country, the Government of India has amended the definition of a Startup. The following significant changes have been made to change the definition of Startups –
a) Age of Startup increased: Taking into account the long gestation period by Startups to establish, an entity shall be considered as a Startup up to seven years from the date of its incorporation/ registration (from earlier 5 years). However, in the case of Startups in the Biotechnology sector, the period shall be up to ten years from the date of incorporation/ registration.
b) No Letter of Recommendation required: No letter of recommendation from an incubator/industry association shall be required for either recognition or tax benefits
c) Potential of Job and Wealth Creation: The scope of definition has been broadened to include scalability of business model with potential of employment generation or wealth creation.
As a constant endeavor to facilitate the Startup ecosystem, the Department of Industrial Policy and Promotion (DIPP) has been holding extensive consultations with stakeholders. The above changes are an effort to ensure ease of starting up new businesses to promote the Startup ecosystem and build a nation of job creators instead of job seekers.

TRUMP ARRIVES AT VATICAN

143125_2713590_updatesUS President Donald Trump arrived at the Vatican on Wednesday for talks with one of his most high-profile critics, Pope Francis, after the two men exchanged sharp words during the presidential campaign last year.
Under clear blue skies, Trump received a tribute from the Swiss Guard in a Vatican courtyard where he was greeted by Archbishop Georg Ganswein, the prefect of the pontifical household.
Trump looked uncomfortable as he entered a small elevator taking him to the third floor of the Apostolic Palace, where he was accompanied by Ganswein and other officials along a frescoed corridor to the pope’s private study.
Trump were daughter Ivanka, her husband, Jared Kushner, a top White House aide, national security adviser HR McMaster and adviser Hope Hicks.

The pope did not smile as he greeted Trump outside the study. Trump, seeming subdued, said “it is a great honour.”
The two men then posed for photograghs and the pope kept a stern face while Trump beamed for the cameras.
Trump’s meeting with Pope Francis, his third stop on a nine-day foreign tour due to end on Saturday, is part of his world tour of religions after meeting leaders of Muslim nations in Saudi Arabia and visiting holy sites in Jerusalem.
But while his talks in Saudi Arabia and Israel were mostly friendly, the meeting between the head of the Roman Catholic Church and the thrice-married, blunt-spoken Trump could be a little more confrontational.
Trump moves on to Brussels for a NATO summit, followed by the last stop on his trip, to a Group of Seven summit in Sicily.
