RUSSIAN OPPOSITION RALLIES IN MOSCOW

Civil activists and the representatives of various opposition parties are holding a rally in central Moscow on Sunday to mark five years since the Bolotnaya Square protest. The demonstration has been sanctioned by the city.
  • Today’s rally has been sanctioned by the city of Moscow, Vladimir Chernikov, a senior city security official, told Interfax, explaining that the demonstrators are to march along Akademic Sakharov prospect.
    The organizers of the rally had initially asked permission to hold the rally on Bolotnaya square, the same site where the 2012 riots took place, but city rejected the request, citing a conflict with preparations for the Victory Day parade.

GSLV SUCCESSFULLY LAUNCHES SOUTH ASIA SATELLITE

India’s Geosynchronous Satellite Launch Vehicle (GSLV-F09) successfully launched the 2230 kg South |Asia Satellite (GSAT-9) into its planned Geosynchronous Transfer Orbit (GTO) today (May 05, 2017). Today’s launch of GSLV was its eleventh and took place from the Second Launch Pad at the Satish Dhawan Space Centre SHAR (SDSC SHAR), Sriharikota, the spaceport of India. This is the fourth consecutive success achieved by GSLV carrying indigenously developed Cryogenic Upper Stage. In its oval shaped GTO, the South Asia Satellite is now orbiting the Earth with a perigee (nearest point to Earth) of 169 km and an apogee (farthest point to Earth) of 36,105 km with an orbital inclination of 20.65 deg with respect to the equator.
Few seconds before the launch countdown reached zero, the four liquid propellant strap-on motors of GSLV-F09, each carrying 42 tons of liquid propellants, were ignited. At count zero and after confirming the normal performance of all the four strap-on motors, the 139 ton solid propellant first stage core motor was ignited and GSLV lifted off at 16:57 IST. The major phases of the flight occurred as scheduled. About seventeen minutes after lift-off, South Asia Satellite was successfully placed in GTO.
. Soon after separation from GSLV, the two solar arrays of the satellite were automatically deployed in quick succession and the Master Control Facility (MCF) at Hassan in Karnataka assumed control of the satellite.
South Asia Satellite is a communication satellite built by ISRO to provide a variety of communication services over the South Asian region. For this, it is equipped with Ku-band transponders.
Following the successful launch, the Honorable Prime Minister of India, Mr. Narendra Modi addressed along with the South Asian leaders. He congratulated ISRO and remarked that today was a historic day for South Asia and a day without precedence. The Prime Minister recalled that two years ago India made a promise to extend the advanced space technology for the cause of growth and prosperity of the people of South Asia and felt that the successful launch of South Asia Satellite today marks a fulfillment of that.
In the coming days, the satellite orbit will be raised from its present GTO to the final circular Geostationary Orbit (GSO) by firing the satellite’s Liquid Apogee Motor (LAM) in stages. The South Asia Satellite will be commissioned into service after the completion of orbit raising operations and the satellite’s positioning in its designated slot in the GSO following in-orbit testing of its payloads.

CBDT SEEKS SUGGESTIONS ON THE DRAFT RULE

CBDT seeks suggestions on the Draft Rules relating to valuation of unquoted equity share for the purposes of Section 56 and Section 50CA of the Income-tax Act, 1961
The Finance Act, 2017 inserted clause (x) in sub-section (2) of Section 56 of the Income-tax Act 1961(‘the Act’) so as to widen the scope of taxability of receipt of sum of money or property without/inadequate consideration. Under the said clause read with Rule 11UA of the Income-tax Rules, 1962(‘ the Rules’) if a person receives jewellery or artistic work or shares and securities for no / inadequate consideration, the fair market value(FMV) of the same is taken into account for computing taxable income under the said clause.
 
Similarly, for immovable property, the stamp duty value is taken into consideration for determining taxability under the same section. However when these assets are received as underlying assets of unquoted equity shares of company, the book value (and not the FMV / stamp duty value) is taken into consideration for determining the value of such shares.
 
Further, the Finance Act, 2017 inserted new Section 50CA in the Act with effect from 1st April, 2018 to provide that where consideration for transfer of unquoted equity share of a company is less than the FMV of such share determined in accordance with the prescribed manner, the FMV shall be deemed to be the full value of consideration for the purposes of computing income under the head “Capital gains”.
 
In view of this, it is proposed to amend the Rules to prescribe the method of valuation of unquoted equity share for the purpose of clause(x) of sub-section (2) of section 56 and section 50CA of the Act by taking into account the FMV of jewellery, artistic work, shares & securities and stamp duty value in case of immovable property and book value for the rest of the assets.
 
In order to have wider consultation in this matter, the draft of proposed Amendment of Rules under the Income-tax Rules, 1962 to prescribe the method of valuation of unquoted shares for the purpose of clause(x) of sub-section (2) of Section 56 and Section 50CA of the Act has been released.
 
Please find enclosed Draft Rules relating to valuation of unquoted equity share for the purposes of Section 56 and Section 50CA of the Income-tax Act, 1961 released by Income Tax Department, Government of India.

Noida, 5th May, 2017: PVR Cinemas, the largest cinema exhibitor in India, has partnered with Academy-Award winning composer A.R. Rahman’s YM Movies to bring the world’s first Virtual Reality (VR) Multisensory episodic feature film ‘Le Musk’. Rahman has added yet another feather to his cap by making his directorial debut with ‘Le Musk’​The composer is launching an exclusive India prelude of his VR movie today at Asia’s only VR Lounge, PVR ECX, Mall of India in Noida.
The India prelude of ‘Le Musk’ comes after being showcased at the ‘NAB’, Las Vegas, as part of the Intel-Keynote on the 24th of April.  The experience of scent, motion, spacial sound and visuals amalgamated together to give the viewer a stereosmokic effect on the Voyager chair, specially designed by Postiron.
As the title suggests, the film is based on smell and the protagonist is lost in the aroma that has engulfed her.
Shot in picturesque Rome, the film follows the journey of an orphaned heiress and part-time musician, Juliet, who grows up to be a diva on a mission. Her life takes a dramatic turn when she receives an anonymous message, which brings back her mysterious past.
Written, directed and scored by A.R. Rahman, the film stars Nora Arnezeder, Guy Burnet, Munirih Jahanpour and Mariam Zohrabyan in lead roles.

WHAT HAVE A BURMESE PYTHON, A SILENT DONKEY AND ANNA ROBERTS GOT IN COMMON?

On 20th May they will all be in London’s Royal Parks!
Anna, along with fellow Burma Campaign UK staff members Karin Valtersson and Doug Janke, will be taking part in a 10 kilometre fundraising run in Regents Park. Will you sponsor them?
As well as three red faced Burma Campaign UK people (they sit in an office all day, they are not exactly Mo Farah) running in Regents Park, there is also a Burmese Python in London Zoo, and a memorial statue to the role animals have played in war. The statue includes a donkey which was used in Burma in the Second World War. They were used for carrying materials in the jungle, and had their vocal cords cut so they could not make a noise and give away the soldiers’ position.
Anna recently visited Burma, meeting with activists and communities all over the country. She met with people forced to flee attacks by the Burmese Army in Kachin State, Rohingya people who have lived in squalid camps since they were attacked in 2012, and women’s activists in Shan State.
Many people and organisations asked for our help, to keep raising awareness and campaigning internationally, but also help so they can learn the same campaigning skills we use in the UK to campaign in Burma.
We simply don’t have the resources to provide the help people in Burma are asking for. So please do make a donation, sponsor our brave runners, and help us help people in Burma struggling for their rights, and for their lives.

The Future We Need: Natural Resources as a Shared Inheritance

Natural resources include our environment, minerals, and land. From an economic standpoint, land and minerals are the most valuable. Wealth attracts thieves, adventurers, rent seekers and crony capitalists. It is not surprising that mining encourages corruption, as private parties attempt to capture most of the value through “legal” but fundamentally illegitimate contracts. This in turn drives environment and human rights violations, which give rise to conflict. Iron ore mining in Goa has become a contentious issue between government and civil society. In his talk, Rahul will speak about the work of the Goa Foundation, an environmental NGO, in raising awareness about mining as Goa’s largest environmental issue for over twenty five years. He will describe the Supreme Court’s decision in the Goa Mining case, where the Court was concerned with the rapid depletion of iron ore, and wanted a practical method of implementing the principle of “intergenerational equity”, earlier ruled by the Court to be a part of the “Right to Life”. Goa Foundation uses the “public trust” doctrine and the “intergenerational equity” principle to propose an ethical, fair  and just resolution to the issue in the form of the “fair mining” proposal. This proposal has support from the Constitution, our traditions and customs, economics and global best practices. Rahul will explain how the “fair mining” proposal reduces poverty, slows growing inequality, reduces corruption and crony capitalism, improves governance and even creates a palatable ‘Universal Basic Income’. As a result of a recommendation from the Goa Foundation, the Supreme Court has ordered the creation of the Goa Iron Ore Permanent Fund. This is intended to be a savings fund akin to the oil funds of Norway and Alaska. The Supreme Court has also ruled the last five years of iron ore mining in Goa to be illegal. While giving rise to enormous claims on the miners (as illegal mining is equivalent to theft of public property), it also gave the Goa government a clean slate. It had full freedom to redesign its mining sector. The Goenchi Mati Movement issued a manifesto for the Goa State Assembly elections showing how these principles could be put into practice. The manifesto was supported by the mining affected, mining dependent, and even a miner. It has also been supported by four political parties including AAP, as well as the Archbishop of Goa, the Shadow Chancellor of the UK, and a broad spectrum of civil society.
Rahul Basu is presently a member of a number of initiatives, including the Goa Foundation, the Goenchi Mati Movement and The Future We Need. He is on the executive committee of Mines, Minerals and People and the interim executive committee of the India Network for Basic Income. His relevant interests and experiences include finance and accounting (Rahul has studied economics and management, worked in ICICI and has been a CFO); public policy; corruption andgovernance; cognitive sciences including behavioural economics and persuasion theory; and quality improvement and designing win-win solutions (Rahul has structured and completed a variety of project finance transactions as well as mergers, acquisitions and investments.) He has published three papers in EPW on this issue and is a member of INSEE (Indian Society for Ecological Economics) and EAERE (European Association of Environmental and Resource Economists).
Rahul is also the founder and CEO of Ajadé, a consulting firm for start-ups and small companies and a member of the Indian Angel Network. He is a member of Kokum Design, a design non-profit. As education is his primary interest, he advises an ongoing project to redesign Goa’s anganwadis to first world quality. He is a participant in a variety of other social initiatives and causes, largely based out of Goa.

This is the eighth in a series of talks organised by the CPR Land Rights Initiative to showcase perspectives on land rights issues by diverse stakeholders, including academics from various disciplinary backgrounds, civil society organisations, grassroots activists, and policymakers. The goal of these talks is to generate multi-dimensional and multi-stakeholder knowledge on these issues.
