ABOUT THE EVENT
India and Bhutan share a unique and special bilateral relationship.  Despite huge differences in size and economy, the two countries have shown how peace and mutually beneficial cooperation can be the outcome of far sighted policies of friendship, trust and responsive engagement. Under the leadership of Prime Ministers Narendra Modi and Tshering Tobgay, they are demonstrating how public diplomacy can also be leveraged most usefully to enhance mutual understanding and take this unique relationship to its fullest potential.  With a continued impetus on skill-building & employability, economic cooperation with a focus on hydropower, and robust people-to-people links, India and Bhutan remain committed to strengthening what Prime Minister Tshering Tobgay has called ‘a model relationship between neighbours’.
In the session, panellists from India and Bhutan will share their insights on deepening the relations between the two countries and discuss various opportunities to strengthen bilateral ties.

Dasho Karma Ura earned his undergraduate degree at Oxford University and his Masters in Philosophy of Economics from the University of Edinburgh. He worked for the Ministry of Planning for 12 years before becoming the Director of the Centre for Bhutan Studies (CBS) from its founding in 1999 until 2008 when he became its President. Under Dasho Karma Ura, the CBS has been at the forefront in promoting and deepening national and global understanding of Bhutan’s homegrown development philosophy of Gross National Happiness.
He was a member of the Drafting Committee of Bhutan’s first Constitution, enacted in July 2008. He was awarded the Red Scarf and the ancient title of Dasho (knighthood) by His Majesty the Fourth King in December 2006, and in 2010, he was bestowed the honour of Druk Khorlo (Wheel of Dragon Kingdom) by His Majesty the King for his contributions to literature and fine arts. He is also a painter. His paintings can be seen in the renowned iconic Dochula Temple near Thimphu built under the generous patronage of HM the Queen Mother Ashi Dorji Wangmo Wangchuck. He has a number of publications to his name, among which are several books, including a novel, “The Hero with a Thousand Eyes”. He holds numerous international positions, including; 2010~ Executive Committee Member of the School of Well-being, Chulalongkorn University, and San Nagarprada Foundation, Thailand; 2010~ Member of the Reflection Group on Global Development Perspectives, Global Policy Forum, Europe, Bonn; and Member of the Chief Economist’s Advisory Panel, South Asia Region, World Bank. In Bhutan, he is a member of several bodies, such as the Board of the Royal Monetary Authority (Central Bank) of Bhutan.

Karma Yezer Raydi is the Chief Executive Officer of Druk Holding and Investments (DHI), a holding company established to hold and manage the existing and future investments of the Royal Government of Bhutan for the long-term benefit of the people of Bhutan. DHI holds and manages 20 subsidiary companies. Currently, he is the Chairman of the Boards of two fully owned subsidiary companies of DHI- Dungsum Cement Corporation Limited and State Mining Corporation Limited. He also serves as member of the Governing Board of Royal Institute of Governance and Strategic Studies (RIGSS).
 Before joining DHI, Karma Yezer served as a member of the National Council, Bhutan’s second House of Parliament for about seven and half years as one of the five eminent members nominated by His Majesty the King. As a member of National Council, he served as Chairman of the House Committee (2008-2009), Chairman of the Foreign Relations Committee (2013-2014), and the Chairman of Natural Resources and Environment Committee (2015). He began his career in 1989 in the civil service and worked in various capacities in the Ministry of Finance and the Ministry of Works and Human Settlement, including as the Director of the Standards and Quality Control Authority. During his tenure in the civil service, he served in several task forces, technical committees, advisory committees, and special projects in reviewing and formulating national policies and strategies. He also represented the country in various regional and international fora.  In recognition of his dedicated service to the nation, His Majesty the King conferred Bura Marp (Red Scarf) to him on 17th December 2012.  Karma Yezer received his Bachelors in Civil Engineering from University of Roorkee (present IIT Roorkee) in India and Masters in Geotechnical Engineering from Nippon Institute of Technology in Japan. In addition, he is also trained in wide range of professional fields such as housing, project supervision, programme for development managers.

Ambassador Shyam Saran is a career diplomat born on September 4, 1946.  Since joining the Indian Foreign Service in 1970, he has served in several capitals of the world including Beijing, Tokyo and Geneva.  He has been India’s Ambassador to Myanmar, Indonesia and Nepal and High Commissioner to Mauritius. In the Ministry of External Affairs, New Delhi, Shyam Saran headed the Economic Division and the Multilateral Economic Division and also headed the East Asia Division which handles relations with China and Japan.
As a Joint Secretary in the Prime Minister’s Office in 1991/92, he advised the Prime Minister on foreign policy, nuclear and defence related issues. After a career spanning 34 years in the Indian Foreign Service, Saran was appointed India’s Foreign Secretary in 2004 and held that position till his retirement from service in September 2006. Subsequent to his retirement, he was appointed Prime Minister’s Special Envoy for Indo-US civil nuclear issues and later as Special Envoy and Chief Negotiator on Climate Change.  He has, since March 2010, returned to being a private citizen. During his last two assignments, Shyam Saran served as Prime Minister’s personal representative or “Sherpa” at the Gleneagles and St. Petersburg G8+G5 summits and was present at the Toyako and L’Aquila Summits as an advisor on Climate Change issues. He also attended the Pittsburg G-20 summit as a member of the Indian delegation.  Shyam Saran was Co-Chair on the Indian side on the India-ASEAN Eminent Persons’ Group in 2010-2012 and served as Chairman of the National Security Advisory Board under the National Security Council from 2013 to 2015. He serves as Chairman, Research and Information System for Developing Countries, which is an autonomous think tank specializing in studies on economic and trade related issues. He is also Senior Fellow with the Centre for Policy Research, a prestigious think tank which covers a wide range of political, social and economic issues, including foreign policy related issues. He speaks and writes regularly on a variety of subjects. He was, until recently, serving as an Independent Director on the Boards of Wipro, ONGC (Videsh) and Indian Oil. He is a member, Board of Trustees of World Wildlife Fund (India). Shyam Saran is currently Chancellor of the Garhwal Central University and Member, Court of Ambedkar University, Delhi . On January 26, 2011, Shyam Saran was awarded the Padma Bhushan by the President of India for his contribution to Civil Service. The Padma Bhushan is the third highest national award in the country. Saran holds a post-Graduate degree in Economics.  He speaks Hindi, English and Chinese and is conversant in French. He is married and has one son and a daughter.

An award winning journalist, Suhasini Haidar is currently the Diplomatic and Strategic Affairs Editor for The Hindu. Earlier she served as the Senior Editor and prime time anchor for India’s leading 24-hour English news channel CNN-IBN, also hosting the signature show, “World View with Suhasini Haidar.” Prior to joining CNN-IBN, Ms. Haidar worked with CNN International (1995-2005), regularly reporting from India, Pakistan, Nepal, Sri Lanka, and Bangladesh.
In 2011, she won the Indian Television Academy-GR8! Award for ‘Global news coverage’ and the Exchange4Media ‘Enba’ award for best spot news reporting from Libya. In 2010, she won the NewsTelevision NT “Best TV News Presenter” Award.

Indrani is Diplomatic Editor with The Times of India, where she reports and analyses foreign policy issues for the newspaper. Indrani covers daily news on foreign affairs in the foreign office, as well as interprets and analyzes global trends with an Indian perspective. She writes news stories as well as opinion articles, in The Times of India news features, and a blog, “Globespotting”. Her Twitter handle is @horror06. The subjects she covers are diverse India’s neighbourhood, US, China, Pakistan, terrorism, nuclear weapons, national security issues etc.
She joined the Times of India in 2004. Earlier, Indrani was associate editor, also covering foreign affairs for India Today. Indrani started her journalism career in The Statesman where she was the weekend editor, before moving to The Economic Times in Calcutta to edit the Metro Magazine. Having graduated from Loreto College, Calcutta University with English Honours, Indrani has been a Reuters Fellow, in Oxford University (1996). In 2010, Indrani was awarded the Chang Lin-Tien fellowship by the Asia Foundation to study US-China relations at Brookings Institution, Washington DC. She is a Fellow of the Third Generation Class of Aspen India’s Leadership Initiative.
