DMRC Best Technology Snagged Service – Poor Management

Delhi Metro Rail Corporation has best Japanese technology but due to
poor maintenance develop frequent snags. Scheduling and operations are
poor. Daily Commuters unlike in Japan where punctuality is assured
make 15-20 minute allowance for delays in DMRC Services to be on time
to destination or work or business.

Tragedy is compounded for daily commuters when once or twice a week
Services are affected. On December08, 2014 at 6:30 PM when there was
extraordinary rush it was disclosed that Yellow Line from Huda Center
to Vishwa Vidyalaya [HC to VV] developed snag at 4PM to 5PM and trains
halted for most of the length and Trains for other directions were not
available for similar duration at rush hour, services in trains to
other line were Jam Packed though at that time at Rajiv Chowk due do
high frequency of HC to VV services had eased.

There is further Compounding of Tragedy when DMRC doesn’t Inform
Public As Policy About The Snags. Some daily commuters reported they
have little option when 30-60 minute ride becomes 90-120 minutes
Torture. This is Roadways Behavior when passengers are not told about
the Service Halts and land up at Dhaba for 30 minutes. Commuters have
a right to know Services are Normal or Affected or Snagged before
entry to DMRC, DTC be directed to pick Commuters from Metro Stations
at such times.

Unlike IR there are No Toilets, No Water & Food is available at Metro
Platforms. A small Sulabh Shochalya is there at one end before entry
gates, but is no good for 6000 commuters.

It is gross failure and negligence of DMRC that Commuters are Not
Alerted to the Disruption of Train Services who could opt for other
service or simply delay departure until services are restored.

There is no DAMAGE CONTROL – when Snag is at station 20 of 1-45
stations Yellow Line DMRC may announce Snag and Switch services to
1-15 and 25-45 sections until line is fully operational. Sectional
Operation of Lines is in built in to system but not fully used. 4 or 6
Coach train operating at 2 minute frequency between Qutab Minar & Huda
Center and 8 Coach train operating rest of Yellow Line QM onwards too
at 2 minute frequency. This is better than Operating 6 or 8 Coach
trains alternately for full section which is Operating Average 7 Coach
Train that reduces frequency between HC-QM to 8-10 minutes during off
peak hours. Speed & Frequency of OVERLOADED sections can be increased
to cater to Sudden Rush.

1.    Splits Sections on Long Routes let Women & Senior Citizens board
trains first.
2.    50% higher Speed or 120 KMPH can be achieved in Level Under Ground sections,
3.    Yellow Line Stations have 9 Coach space for 8 Coach trains can run
10 Coach trans entry to last Coach through coaches 8-9.
4.    Such splits will be required at CROSSINGS of new lines.

Everyday Poor DMRC management of services is in operations itself. At
6PM at Preet Vihar on Dwarka – Vaishali Blue Line Service Frequency
was 8 minutes.

Over Loading of Trains contribute to large number of Snags. On Blue
Line T-Point Station be Converted in to THREE WAY TERMINAL. This shall
isolate Snags and Make Three Sections of Blue Line Independent of Each
other operating at up to 2 minute frequency. Reduction of Load shall
reduce Snags, Fault in one section shall not impact normal working of
other two sections.
