National Green Tribunal : Order close 34 water bottling plants in NOIDA 

National Green Tribunal today ordered to shut down thirty four water bottling plants being run in NOIDA and Greater NOIDA without specific approval of any appropriate authority.

The Tribunal chaired by Justice Swatanter Kumar also issued notice to Delhi Metro Rail Corporation DMRC and CPWD to clarify under what conditions they are still dumping debris on the banks of Yamuna river despite a total ban on doing so by the Tribunal.

The Tribunal has also ordered the Director General of UP Police to stop people from dumping debris and trash on the Yamuna banks.

Borneo clash: 5 Malaysian policemen killed

Five Malaysian policemen and two gunmen have been killed in a fresh clash on Borneo.

Malaysian police said today that the shootout late on Saturday in the town of Semporna followed a firefight the day before, between Filipino followers of a self-proclaimed sultan and Malaysian security forces that left 12 intruders dead along with two police officers.

The new clash in Semporna, 300 kilometres from the site of the three-week standoff, occurred when police were ambushed by gunmen during a security sweep.

Malaysian media also report that police were pursuing yet another group of armed men in Kunak, another town in the area.

An estimated 100 to 300 Filipinos have been surrounded in a farming village by Malaysian police and military in the state of Sabah since landing by boat from the nearby Philippines on February 12 insisting the area belongs to their Islamic leader.

The leader, Jamalul Kiram III, 74, claims to be the heir to the Islamic sultanate of Sulu, which once controlled parts of the southern Philippines and the Malaysian state of Sabah on Borneo.

The Sulu sultanate's power faded about a century ago but it has continued to receive nominal payments from Malaysia for Sabah under a historical lease arrangement passed down from European colonial powers.

Kiram's people are demanding Malaysia recognise the sultanate owns Sabah and share profits from economic development in the state.

Bangladesh :Violence continues over death sentence top leaders

At least 15 people were killed on Sunday in fresh violence in Bangladesh over death sentence given to a top leader of fundamentalist Jamaat-e-Islami for “crimes against humanity” during the 1971 liberation war, taking the death toll to 65.

Violence broke out on Thursday after 73-year-old Delwar Hossain Sayedee, vice-president of the Jamaat-e-Islami (JI), was sentenced to death by International Crimes Tribunal.
Jamaat activists overnight torched a train and attacked several police installations in northwestern Bangladesh as they enforced a nationwide 48-hour stoppage to halt ongoing trial of their leaders.
Authorities stepped up security ahead of the strike which began as Indian President Pranab Mukherjee embarked on his maiden foreign tour to Dhaka since taking over the highest constitutional post seven months ago.
Six people were killed as police used gunshots on early Sunday morning when JI activists attacked a police station near an army cantonment at Shahjahanpur of northwestern Bogra.
At least 40 people were also injured in the clashes.
Main opposition Bangladesh Nationalist Party (BNP) extended its support to its crucial extreme rightwing ally, which was opposed to the countries 1971 independence siding with the then Pakistani junta, questioning the “neutrality” of the war crimes trial.
BNP, however, did not extend its moral support for the 48-hour shut-down unlike previous such occasions.

Mahesh & Michael win ATP Dubai Open Tennis Doubles title

Indo-French pair of Mahesh Bhupathi and Michael Lloldra have won the ATP Dubai Open Tennis Doubles title. In the finals on Saturday; they defeated Serbian-Swedish duo of Nenad Zimonjic and Robert Lindstedt 7-6,7-6.It was a hard fought battle between the two sides which lasted for nearly an hour and 50 minutes.

Bhupathi and Lldora won the first set in a tight finish as they held on to their service. Second set again went into a tie breaker and the the Indo-French pair kept on its nerves to win the title against their hard hitting opponents.

In the singles final , World Number one Novak Djokovic plays Tomas Berdych in a short while from now.

Djokovic will be looking for his fourth title in Dubai having won the championship three times between 2009 till 2011.

Montek: Fiscal deficit is burgeoning plan exp accordingly

Union Budgets of total outlays is Rs 1665297 Cr of which non plan budget is order Rs 1109975 Cr and plan budget scores to Rs 555322Cr and the fiscal deficit amounts to the order of plan is rs 542499 Cr. Thus Planning Commission rightly  said it would have been little irresponsible for it to pester government for allocating more funds for Plan expenditure when fiscal deficit is burgeoning.
 

"I think it will be little irresponsible for the Planning Commission to start pestering on a Plan in a period when the fiscal deficit has to be brought under control," Planning Commission Deputy Chairman Montek Singh Ahluwalia told reporters in a post-Budget interaction in New Delhi on Friday.

He further said that if the government was allowed to run with a high fiscal deficit, it would have been a crisis.

"... and frankly if we allowed that (high fiscal deficit) to go, you would not survive without a crisis. We will be in a crisis," Ahluwalia said.

Government's fiscal deficit in 2012-13 has been contained at 5.2 percent of the GDP (gross domestic product) from estimate of 5.3 percent. For 2013-14, government targets to maintain fiscal deficit at about 4.8 percent of the GDP.

The government has raised Plan expenditure for 2013-14 by 6.58 percent to Rs 5.55 lakh crore from the Budget estimates of Rs 5.21 lakh crore in the current fiscal.

However, the jump in the Plan expenditure for 2013-14 is 29.4 percent when compared with the revised estimates of the same for current fiscal at Rs 4.29 lakh crore.

"In the budget for 2012-13, the estimate of Plan expenditure was too ambitious and the estimate of Non-Plan expenditure was too conservative. Faced with huge fiscal deficit, I had no choice but to rationalise expenditure. We took a dose of bitter medicine. It seems to be working," Chidambaram said in his Budgetary speech on Thursday.

The Planning Commission had asked for a raise of about 15 percent in the Plan expenditure for 2013-14 over budget estimate for the current fiscal.

Hopeful of better GDP growth in 2013-14 fiscal, says Montek

Expressing disappointment at poor third quarter GDP growth, Planning Commission Deputy Chairman Montek Singh Ahluwalia has said he is hopeful of a better show next financial year as the Budget has been made on an estimate of 6.5 percent growth.

"The GDP figure of 4.5 per cent for the third quarter of the current fiscal is of course disappointing. I hope the figures will be better than this because these are preliminary estimates...but the government has agreed that this year our growth performance has been somewhat weak," Ahluwalia told reporters in New Delhi on Friday.

In October-December quarter, growth slipped to the decade's lowest owing to weak performance of agriculture, mining and manufacturing sector.

"Now the real issue is if we can improve the growth in the year 2013-14. And we hope that we will be able to improve it. The budget has been made on an estimate of 6.5 per cent growth in the next fiscal," Ahluwalia said.

Referring to Finance Minister P Chidambaram, he said: "Many things are in process and until those things are final, he cannot announce those things in the Budget. But we hope whatever are the things in process, decision will be taken in the next 3-5 months and we will be able to know what can be done.

"The Finance Minister himself said he is doing something for financial inclusion and there are many other things as well."

In reply to a question about benefits of Direct Benefit Transfer scheme, Ahluwalia said it will be good for the intended beneficiaries.

"I think DBT scheme will work for the benefit of the intended beneficiaries. It will remove the middlemen and money will be transferred directly to the beneficiary account. And the second thing is that if these transfers are done on the basis of Aadhaar numbers, duplication will be avoided and this will be a very important thing," Ahluwalia added.
